Cannondale frames in Thailand are scarce. It sounds as if you've had a bad experience with denting on your current frame and are looking to replace it without having to buy a whole new bike.
As you already know the Cannondale center at soi 26 is the Thailand Distributor for the brand and can handle warranty issues with your frame. If your frame denting is not a warranty issue we advise you to call around to the other shops in Thailand to see whether your frame/size are available in their inventory.
To our best knowledge there currently 3 shops in Thailand which officially carry the Cannondale brand.

As far as having a 'dent removing' factory in Thailand, or elsewhere, fix your frame we are highly skeptical of the end result due to the thin-wall aluminum used in these type of frames and the precision construction that goes into producing them. How severe the dent is and where it is located on the frame should have bearing on your decision to have your frame repaired or replaced.
